This is Scouter Jim Upright of the 5th Cedar Hill (St. Aidan’s) group in the Victoria area. He has been in the Victoria area since 2001, and just came out with his wife for a visit. He has been continuously registered in Scouting in one capacity or another for 65 years! For much of that time he was in the Vancouver area, but he also spent some time in Australia and New Zealand attending various Scouting events.
